Humanitarian Foundation (HF) is a Bandarban based NGO. Since inception, HF has been working to bring a sustainable positive change in the life of the ultra-poor people through undertaking different types of community development projects and programs in Bandarban hill district with funding support from national and international donor organizations. HF is looking for suitablecandidatesfor an immediate appointment to Supporting end-to-end Landslide Early Warning and Anticipatory Action in Bangladeshproject supported by Caritas Bangladesh and Catholic Relief Services (CRS) funded by USAID’s BHA. For this purpose, HF is inviting applications from the highest caliber and best qualified candidates for the following positions.

The details of the positions including job responsibilities, educational qualification and other qualities/competency required for the positions are given below as ready reference:

1. Name of Position: Upazila Coordinator

2. Number of Position: 1 (one)

3. Job Nature: Contractual

4. Age limit: 35 to 45 years

5. Project: Supporting end-to-end Landslide Early Warning and Anticipatory Action in Bangladesh Project (LEWS-DRR)

6. Accountability: S/he will perform assigned responsibilities in coordination with Project Manager based in Project Office of Caritas Bangladesh and mainly accountable to the Head Quarter’s respective assigned Program Person and Executive Director of the organization Humanitarian Foundation.

7. Work station: Upazila Office, Bandarban Sadar, Bandarban Hill District.

8. Salary: Consolidated 80,000 taka per month. Bonus as per organizational policy.

At GoB & other levels: Upazila level all respective department especially Upazila Nirbahi Officer and Project Implementing Officer including Upazila Disaster Management Committee; Union Disaster Management Committee of working area; local NGOs as well as partner Offices of the project.

10. Job Summary: The Upazila Coordinator is the lead of the Upazila project team. S/he will be responsible for coordination, implementation, monitoring and supervision of all activities in assigned Upazila level in coordination with Project Manager based in Project Office, Bandarban of Caritas Bangladesh and HQ of the organization Humanitarian Foundation, Bandarban.

11. Responsibilities:

11.1: Main Responsibilities:

  • Coordinate and implement all project activities at Upazila level in line with project goals and objectives.
  • Monitoring and supervise the project activities and smooth implementation as per Plan.
  • Strengthen the linkage between government and local nongovernmental organization (NGOs), DRM structures (WARD to Union) charged with taking forward.
  • Progress monitoring through regular field visits.
  • Support the Accounts officer with fund requirements, financial reporting and compliance.
  • Supervise and check the quality of work/deliverables of the Community Organizer as well as other Upazila level staff.
  • Support team members on ways to properly document, organize and capture progress of the project.
  • Compile Upazila reports and ensure timely submission to Project Manager and HQ of the organization Humanitarian Foundation, Bandarban.
  • Prepare monthly, quarterly and annual progress report.
  • Documentation, knowledge management and dissemination of reports relating to training, workshops, surveys, dialogue, events. 
  • Assist partner’s officials to develop and plan coordination processes as an advocacy tool between community, private sector and the government through the local service provision approach.
  • Ensure consent/approval of CfW/For Work schemes/activities from the respective government authority as per SoPs, CB/CRS and donor compliance.
  • Ensure donor compliance related to CfW/For Work and DRR/LEW activities.
  • Lead this program quality (PQ) aspect on the ground with some level of decision making authority on the ground.
  • Ensure that the relevant compliance, statutory rules and regulations, standard and applicable policies are followed.

12. Qualifications/Requirements

  • Master/equivalent degree in Social Science/Science/Humanities from any reputed Universities in Bangladesh.
  • At least six (6) years’ experience in the project management level positions with a particular focus on DRR/DRM especially in CHT context.
  • Previous work with USAID/BHA funded projects will be treated as special competencies for this position.
  • Having knowledge on hazards and shocks in the contexts on Chittagong Hill Tracts (CHT) of Bangladesh.
  • Good command both in English & Bangla. Proficiency in local ethnic languages will be considered as additional value and skills.

Accountability: S/he will perform assigned responsibilities in coordination with Upazila and Union level staff members, Upazila DRR Officer, Finance and Admin Assistant, MEAL Assistant and other staff including Project team members based in Project Office, Bandarban and mainly accountable to the Upazila Coordinator for all duties and responsibilities.

10. Job Summary: The Field Engineer will be based at Upazila level and support in all aspects implementation of land stabilization/ mitigation works for Cash for Work (CFW)/For Work. S/he will be responsible for implementation of CfW schemes/For Work and installation of rain gauge stations at field level in accordance with the design, specification and plan ensuring desired quality, monitoring, technical assessment, follow up.

11. Responsibilities:

11.1: Main Responsibilities:

  • Upazila level key responsible person for design, implement, monitoring and ensure quality of Cash for Work (CfW)/For Work especially for land stabilization, vegetation/plantation, wall retention align with project design to mitigate land slide risks of working area.
  • Submit CFW/For work proposal using prescribe template with all necessary cost estimation and design to the Upazila Coordinator and respective authority.
  • Work with team for prior NOC requires from the respective landowner for any CFW/For Work activities. Prior approval requires from the respective Govt. line department for repairing/re-construction of any Government infrastructure.
  • Provide technical support and accompany to field team for Participant Selection Process for CFW/For Work activities.
  • Ensure all the activities complete in due time ensuring quality of materials and work. Ensure quantity & quality of work as per disburse amount & HH level action plan.
  • Work closely with support project team, particularly Logistics and to ensure efficient project implementation and accurate budget planning.
  • Conduct technical assessment and prepare bill of quantity for cash for work schemes.
  • Ensure that the CFW scheme is accountable to beneficiaries through promoting their participation, providing them scheme information and ensuring that beneficiary feedback is used effectively to adapt the scheme implementation through the project team.
  • Collect and preserve required No Objection Certificate (NOCs) from concerned authorities.
  • Support MEAL Assistant and Finance and Admin Assistant to ensure appropriate and unbiased routine monitoring of the project.
  • Take responsibility for tracking and financial expenditures for technical activities under Shelter and cash for work on assigned responsibilities.
  • Support to Upazila and Project Office for effective partner/donor visit by Caritas/CRS/BHA/USAID official.

  • Proficiency in Auto-CAD 2D, Microsoft Office such as Word, Excel, Power point.
  • Working experience with Disaster Risk Reduction (DRR) field in NGOs will get priority.
  • Previous work with USAID/BHA funded projects will be treated as special competencies for this position.

Accountability: S/he will perform assigned responsibilities in coordination with Upazila and Union level staff members, Upazila DRR Officer and other staff including Caritas Bangladesh’s MEAL Specialist and ICT/GIS Officer including CRS MEAL team and mainly accountable to the Upazila Coordinator for all duties and responsibilities.

10. Job Summary: Responsible for ensuring technical support for planning and implementation of MEAL system of the project with support of MEAL Specialist and CRS MEAL and program team.

11. Responsibilities:

11.1: Main Responsibilities:

  • Act as a focal of Upazila/field based team for capacity building, planning and implementing MEAL system as per project requirement.
  • Play the key role to prepare and ensure monthly/quarterly/six-monthly progress and narrative quality report of the project activities as per Upazila target/DIP and shared with Project Office timely through Upazila Coordinator.
  • Able to use CommCare and mobile based tools independently and manage field level data through this.
  • Should have MIS expertise and/or able to manage big database independently.  
  • Provide necessary all data support to project team for implementation of activities with proper reporting format and/or document required.
  • Prepare and implement monitoring tool for the project by taking support from MEAL Specialist.
  • Assist to MEAL Specialist, ICT/GIS Officer and Upazila Coordinator to develop questionnaire, arrange field testing before data collection.
  • Close contact with Union Digital Center (UDC) for ensure dissemination of weather forecast to community and receiving on cast rainfall data from Community Volunteers to UDC.
  • Take lead in providing support to Community Organizers and DRR Officer for collecting the required data and put mechanism place for data validation.
  • Undertake field visit at project area as per demand of the project and make individual plan for collecting data for project monitoring purpose.
  • Regularly update community/HHs/stakeholders based database by taking support from DRR Officer, Field Engineer and Community Organizers.
  • Measure project achievement as per DIP each month even weekly, if required.
  • Share the periodic progress explaining the key accomplishment. Assist to prepare case stories of project success or as learning.
  • Assist in research activities study/evaluation process, and data compilation and provide necessary support in preparation of study/evaluation report of Project.

10. Job Summary: Key responsible to maintain finance and Admin of Upazila Office with full compliances of financial and operations related policies and procedures of the organization and the Donor/Partner regulations, as stipulated in the project agreement.

11. Responsibilities:

11.1: Main Responsibilities:

  • Key responsible person to keep and maintain all account records of the Upazila Office in soft as well as in hard form.
  • Ensure transactions are properly recorded and entered into the Computerized (TALLY) accounting system of Upazila Office.
  • Responsible for the handling of all accounts of the organization and settle all matter of banks.
  • Make sure verification of all the accounts record before auditory process.
  • Responsible to submit the financial report to the Upazila Coordinator and Finance and Admin Officer of Project Office, Bandarban for review and onwards submission to the next level.
  • Make sure all the records, accounts and financial transactions are booked before the audit commencement; liaise with the auditor to produce an annual financial statement.
  • Prepare and reconcile bank statements; process supplier invoices and make payments to suppliers; maintain the purchase order system; maintain financial files and records; receive and verify invoices; process and record petty cash transactions; ensure necessary documents for payroll processing.
  • Ensure that the project relevant compliance as per project agreement, statutory rules and regulations, standard and policies are followed.
  • Intensive field visit in project activities especially for Cash for Work/For Work and support field level staff on the ground on improve monitoring quality.
  • Ensure the maintenance of attendance and movement register in office and also confirm staff attendance level in the field.
  • Responsible to supervise the use of furniture, office equipment, supplies, computers, vehicles/motorbikes and miscellaneous according to organization’s procedures.
  • Responsible to negotiate services agreements with vendors.
  • Support to Upazila and Project Manager to develop concrete project closure/Phase out up plan and close of the project effectively and in a timely manner at Union and Upazila level.
  • Support to Upazila and Project Office for effective partner/donor visit by Caritas/CRS/BHA/USAID official.

6. Accountability: The Community Organizer will be responsible for the implementation of assigned activities at the community, Ward and Union level under the supervision of the Upazila Coordinator.

7. Work station: Upazila Office, Bandarban Sadar, Bandarban Hill District

8. Salary: Consolidated BDT 20,000/month. Bonus as per organizational policy.

10. Job Summary: Responsible for community mobilization and to build capacity of the community and volunteers to mitigate risks of disaster and land slide. S/he is key responsible agent for implementing all activities at Para/village, WARD and Union level as per project plan.

11. Responsibilities:

11.1: Main Responsibilities:

  • Key responsible for community mobilization and implementation of DRR and landslide early warning activities at field/community/WARD/Union level.
  • Overall coordination at the community level to ensure smooth delivery of project activities in accordance with donor requirements and guidelines.
  • Organize and facilitate meeting and training of WARD Disaster Management Committees.
  • Organize and facilitate meeting Union level Disaster Management Committees.
  • Facilitate meeting with Community Volunteers and Leaders.
  • Ensure on-job coaching at Volunteers, community and vulnerable household level for capacity building to mitigate DRR and land slide risk.
  • Close contact with Union Digital Center (UDC) for ensure dissemination of weather forecast to community and receiving on cast rainfall data from Community Volunteers to UDC.
  • Maintain coordination and communication in terms of project operation, assist the Upazila Coordinator to monitor project progress, quality and share learning.
  • Carry out advocacy efforts representation both the project and organisation at community level events, workshops, and conferences.
  • Organize and facilitate meeting, workshop, cross learning events and community level events as per project requirement.
  • Support Field Engineer and DRR Officer for smooth implementation of CFW/For Work activities to mitigate land slide risk of community.
  • Ensure of CFW/For Work activity implementation at community level as per guideline.
  • Ensure data and GPS location collections and/or any other requirement of information as per guidance of MEAL Assistant and ICT/GIS Officer.

11.2: Other Responsibilities

12. Qualifications/Requirements

  • Graduate or equivalent degree from a reputed College/University. Educational qualifications may be flexible for highly experienced, skilled & competent candidates.
  • At least 2 years’ experience in development/DRR sector in particular DRR project would be an added advantage. Working experiences in USAID’s BHA/OFDA fund will be treated as an advantage.
  • Good understanding and respect with diversified communities of CHT.
  • Coordination, community engagement, mobilization and relationship building skills.
  • Networking, communication, negotiation, and interpersonal skills.
  • Efficiency using smart phone for data collection, GPS locations through Apps.
